Constitutional Amendments - 2006

The following amendments to the constitution were passed in April 2006, amending the 2005 constitution to the current form. Pursuant to Article 5, all amendments were voted upon by the governing board and agreed to by at least 75% of the board.

  1. Article 1 shall be renamed "Governing Board"

  2. Article 1, Section 1, Line 1 shall be amended by striking "will control and be responsible for" and inserting "shall give advice and consent to the leadership of "

  3. Article 1, Section 1, Line 2 shall be amended by striking "seven" and inserting "eight"

  4. Article 1, Section 3, Line 1 shall be amended by striking "the University Chaplain and her/his designate" and inserting "the Executive Committee."

  5. Article 1, Section 3, Line 4 shall be amended by striking "lose its representation on the Governing Board until the next Annual meeting, year later" and inserting "forfeit their right to vote at that time."

  6. Article 1, Section 5 shall be amended as follows:
    1. Before Line 1, a new line shall be added, to read: "In the fall of the new school year, the General Manger will accept nominations for the graduate school representative."
    2. Line 1 shall be amended by striking "two weeks prior to the annual meeting,".
    3. Lines 3 and 4 shall be deleted.
    4. Lines 6 through 8 shall be revised to read "In the absence of any recognized student groups fulfilling such qualifications, any student demonstrating they are politically active may apply. The Executive Committee will then vote among the candidates. Votes will be decided on a simple majority system. If no candidate receives a majority, the candidate receiving the fewest votes will be eliminated from consideration and the Committee will vote again."

  7. Article 1, Section 7 Line 2 shall be amended by inserting "At his or her discretion," before "The Representative of the Faculty" and striking "four."

  8. Article 1, Section 9, Line 1 shall be amended by striking "either" and inserting "with the Executive Committee at least once each semester, and"

  9. After Article 2, Section 2, Line 2, a new line shall be added to read: "While the following list is placed in order of election, all positions beneath the General Manager are considered equal."

  10. After Article 2, Section 2, Line Above, a new line shall be added to read: "All Executive Board members may, at their discretion, select deputies who shall report directly to them in all matters of their department."

  11. After Article 2, Section 2, Part A, a new part shall be added, to read: "A Director of Operations will manage and monitor the activities of the Executive Committee to facilitate in the planning, communications, and deadlines among Committee Members and deputies, pursuant to the decisions of the Executive Committee. He or she may also serve to organize and facilitate the operations and other projects at the behest of the General Manager and Executive Board."

  12. Article 2, Section 2, Part E shall be amended by striking "Webmaster" and inserting "Technical Director"

  13. Article 2, Section 2, Part H shall be amended by striking "Ex-Oficio" and inserting "Emeritus" where it appears.

  14. Article 2, Section 3, shall be amended as follows:
    1. Part B, Lines 1 and 2 shall be revised to read: "Members must make every effort to attend all meetings of the Executive Committee. Meetings will be held weekly at a time agreed upon by the Committee."
    2. Part C shall be amended by striking "monthly meetings" and inserting "meetings, notwithstanding excused absences from emergencies or religious holidays".

  15. Article 2, Section 4, Line 3 shall be amended by striking "Treasurer" and inserting "next eligible Executive Committee Member highest on the list of positions"

  16. Article 2, Section 5, Line 1 shall be amended by adding at the end: "of those voting"

  17. Article 2, Section 5, Line 2 shall be amended by striking "75%" and inserting "55%."

  18. After Article 2, Section 5, Line 4, a new line shall be added to read "In special cases where it is warranted, formal parliamentary procedure, consistent with the rules of this constitution, may be invoked by any member of the Executive Committee who requests it."

  19. Article 3, Section 3, Line 2 shall be amended by inserting "funding," before "specific venue."

  20. Article 3, Section 4, Line 1 shall be amended by striking "At his or her non-partisan discretion" and inserting "With the voting approval of the Executive Committee"

  21. After Article 3, Section 4, Line 3, a new line shall be added to read "Sponsored events must have the support of a recognized on-campus organization and be consistent with the mission of the CPU to promote political dialogue."

  22. Article 4 shall be revised to read "The Columbia Political Union shall be established as a recognized group under the Student Governing Board of Earl Hall, and as such will receive full funding from this source. The Treasurer shall handle the groups' financing as described in §2.2. The Executive Committee shall vote on all matters relating to the appropriation of funds, both for use by the CPU and also in the form of co-sponsorship requests by other organizations."

  23. Article 5 shall be amended by striking "by any member of that Board" to "by any member of either board"

  24. Appendix A shall be added, adapted from Article IV Section IV of the College Republicans constitution, to read: "The position of College Republican Representative on the Governing Board of the Columbia Political Union may be appointed at the President's discretion or assumed by the President at the start of each academic year, subject to a majority vote Executive Board confirmation of the College Republicans."
